flag: Kosovo

Kosovo's flag, one of the most politically loaded flags in the emoji set given its disputed statehood — recognized by around half the world's countries but not by Serbia, Russia, China, or several UN Security Council members. Its six white stars represent the country's six major ethnic groups, and the flag's blue-and-yellow map design was deliberately chosen in 2008 to be as neutral and inoffensive as possible to all of them.
