A vertical double-headed arrow meaning "up and down" — used literally for scroll/resize UI hints, and sometimes captioned on a photo to mean "mood swings" or "it's complicated, could go either way." Predating emoji as a common typographic/UI symbol, it was folded into Unicode's arrow block early on and later given emoji presentation.
